Hi, John; I assume you are referring to a Savage LS650? The tank valve on these bikes are a vacumn type thing that opens only by the vacumn of a running motor, having the effect of shutting off the gas supply when the motor stops. Therefore the "prime" position is there only to get a motor started when the carb has become drained of gas for some reason. The float and needle valve assembly will hold gas in the carb until the next start-up, then vacumn will open the tank valve, or petcock, and you're off and running. Hope this helps.
